Taiwan sent a team of 22 rescue workers to New Zealand on Tuesday to help with the rescue operation after the Christchurch earthquake.

Foreign Minister Timothy Yang was at Taiwan's Taoyuan Airport for a sending-off ceremony.

[Timothy Yang, Taiwanese Foreign Minister]:
"During the flood on August 8, 2009, New Zealand quickly donated a hundred thousand New Zealand dollars to assist us with the rescue operations. This time we see such a big earthquake in Christchurch, we think that we should mobilize everyone's generosity, and send off our rescue team to help with the search. We hope that our participation can help with their rescue operations."

The team took boxes of equipment, including satellite phones, sonar and video life detectors, and power generators.

[Liang Guo-wei, Rescue Team Member]:
“Our equipment is very comprehensive. It includes equipment for search, damage, rescue, and when we encounter casualties, we also have first aid equipment. We have a set of very comprehensive equipment.”

The team was selected from firefighters around the country and includes emergency workers trained in mountain and water rescue.

Some team members participated in the rescue operations for the Indonesian Tsunami and the Haiti earthquake.
South Korean protesters urged a Japanese prefecture on Tuesday to withdraw a bill to lay claim disputed islands.

More than a dozen protesters gathered in front of the Japanese embassy in Seoul to denounce Japan's claim over the island.

Japan and South Korea have a long-simmering feud over a set of desolate islands called Dokdo in Korean and Takeshima in Japanese.

Japan's Shimane Prefecture has celebrated February 22 as "Takeshima Day" since 2005.

[Hwang Dae-young, Protester]:
"Japan's Shimane Prefecture has been marking February 22 as 'Takeshima Day' and celebrating the day, but I think this is very wrong. We're here to demand to revoke the bill, which set up the 'Takeshima Day'."

In recent years, Tokyo has asserted its claim to the islands in its annual defense white paper, causing Seoul to lodge a protest.

Japan says it will continue to look for diplomatic solutions to the territorial dispute.

[Yukio Edano, Chief Cabinet Secretary]:
"As for the problems regarding Takeshima, our country's position has not changed in that we will continue to look for peaceful solutions and will take measures to implement whatever may be necessary to achieve those ends."

Tokyo's assertions of its sovereignty over the isles have in the past sparked protests in South Korea, where bitter memories linger of Japan's 1910-1945 colonization of the peninsula.

Thousands of Thai "red shirts" protesters gathered at the Bangkok remand prison on Tuesday, to welcome seven leaders who were released on bail after nine months in jail.

One of the released leaders says his ordeal of being detained was nothing compared to the casualties of the protests last year.

[Nattawut Saikua, Red Shirt Leader]:
"The thing that we need to do urgently after being released today is to follow up on compensations for the casualties, and to secure justice for every one of those who lost their lives in the incident last year."

Ninety-one people were killed and more than 1,800 wounded in clashes that erupted in April and May, when the military launched a series of offensives to break up a crippling, 10-week rally that shut down Bangkok's commercial heart.

The seven had been in custody on terrorism charges relating to riots and arson across Bangkok and several northern cities, which prosecutors say the leaders instigated.

Granting bail to the leaders will be seen as a gesture toward the powerful street movement ahead of an election the government plans to hold in the middle of this year, provided the country is at peace and there are no threats to stability.

The move could ease political tensions in the divided country.

The mostly urban and rural working-class red shirts have held regular protests in Bangkok in recent months, in defiance of strict security laws, to urge the court to release their leaders.

On December 3, 1984, more than 88,000 pounds of toxic Methyl Isocyanate gas leaked from the Union Carbide plant in Bhopal. It was carried by the wind to the surrounding slums, claiming thousands of lives.
According to government sources, around 3,500 people died immediately due to the gas leak but social activists say the actual figures touched 25,000 in the years that followed.

Cap Go Meh symbolizes the 15th and last day of the Chinese Lunar New Year period which is celebrated by ethnic Chinese.
It's also the first day of Chinese New Year and a full moon shines.
Culturally, Cap Go Meh is celebrated with the attractions and performances of Chinese traditional arts.
[Mahardi Saputra, Jakarta International Expo]:
"Indonesia is made up from various tribes and ethnics, especially ethnic Chinese. From the beginning ethnic Chinese contributed much to Indonesia. All of us are born in Indonesia and we love Indonesia, and because we love it, we enrich the Indonesian cultures with these Chinese traditional cultures."
In 2002, Indonesia officially published the Chinese New Year as an Indonesian national holiday.
And what would such a celebration be without fireworks.

Multiple fatalities have been reported after a 6.3 magnitude earthquake rocked the New Zealand city of Christchurch on Tuesday. The highest-level state of emergency has been declared for the city.

Building facades toppled to the streets, crushing cars and buses, and trapping people under rubble, as well as inside fractured and fallen buildings.

[Local resident]:
“The floor just went from underneath you, and then the ceiling just came down to meet them, and we were in a spot, about three feet. And that was it. But luckily, we were sort of not at the edge of the building, which I think, we would have been at the edge of the building rather than the about two meters in, we would have been squashed.”

Communication services have been severely affected. This desperate mother awaits news from her son.

[Local resident]:
“I still don’t know where he is. I just received the text because my phone’s not working. He’s going: “Please ring me Mum, ring me,” and he sent me a text saying that he loves me. But I didn’t even give him a hug before I left the doctor’s. And they’re just talking about the earthquakes now. I’m not going anywhere till I see them, till they bring my son out, so we’re here.”

New Zealand Civil Defense Minister John Carter spoke to the press, saying police and army personnel have started going through the damaged buildings.

He says they intend to work through the night until every building has been completely evacuated.

The city’s iconic cathedral lay in ruins, its spire crashed down onto the street. Witnesses say there were people inside when the quake struck, but due to safety concerns, no one was allowed inside to check until it was given the all clear.

[John Key, New Zealand Prime Minister]:
“I don’t think we can go past the fact that we may well be witnessing New Zealand’s darkest day. The advice I’ve had at the moment, I think the viewers will understand and appreciate that it’s very fluid advice at the moment, but the death toll I have at the moment is 65, and that may rise. So look, it’s an absolute tragedy for this city, for New Zealand, for the people we care so much about. And it’s a terrifying time for the people.”

People fled as debris fell from buildings during the powerful aftershocks, which themselves measured in the mid-4s and mid-5s on the Richter scale.

Police did their best to maintain as much order as possible, while emergency services and bystanders rushed to free people trapped in the rubble.

[John Key, New Zealand Prime Minister]:
“This earthquake has taken place at a time when Cantaburians were going about their business. It was a very populated time with people at work, children in school.”

Christchurch, in the region of Canterbury, was hit by a 7.1 magnitude earthquake in September last year. Though higher on the Richter scale, having occurred at 4:35 am when most people were sleeping, and at a depth of six miles, it did not cause any fatalities.

Today’s quake, however, has been a lot more devastating because it struck in the middle of the day, at 12:50 pm local time, and occurred at a more shallow depth of 3.1 miles, 6.2 miles south of the city.

It’s the second quake to hit Christchurch, New Zealand, in a matter of months.

The first one hit in the early hours of last September 4, measuring 7.1 on the Richter scale.

Today’s quake was lower on the Richter scale than last year’s, but occurred closer to Christchurch and the Earth’s surface and therefore had a more devastating impact.

According to the ABC, an earthquake hazards expert from Geoscience Australia suggests that the stress may have been transferred from the September quake to a different segment of possibly the same fault line.

Christchurch, the country's second largest city, is certainly not new to earthquakes, averaging more than 14-thousand a year. But this one is the biggest disaster to hit New Zealand in decades.

In her annual address to federal lawmakers, Indian President Pratibha Patil said the federal government would take all measures to ensure complete transparency in its actions.

A multi-million dollar 2G telecom scam deprived the state of billions of dollars and scared off investors.

Patil said the government was considering a series of measures to weed out corruption.

[Pratibha Patil, President of India]:
"Our people have the right to good governance. It is their right, and our duty. My government is committed to improve transparency and honesty in its functioning. A group of ministers is considering all measures, including legislative and administrative, to tackle corruption and improve transparency.”

Corruption, combined with high inflation, especially in food, has taken the gleam off India's fast growing economy for both voters and investors.

Patil emphasized the need to encourage more foreign investment to sustain economic growth amid signs of an increasingly fragile investment climate.

[Pratibha Patil, President of India]:
"We should not be content with our achievements. We have to strive to make the domestic environment more conducive to investment, encouraging public as well as private investment, and domestic as well as foreign investment, particularly foreign direct investment. We would have to maintain our process of economic reforms."

Reflecting on the row over black money stashed away in foreign banks, the president said the government would initiate steps to address the issue.

[Pratibha Patil, President of India]:
"The government is worried with the negative impact of issues related to black money. Be it the wealth gathered by evading tax on clean money, or wealth accumulated illegally, both are issues of concern. My government is committed to solve this issue on a priority basis."

According to Swiss bank data, India has more black money than the rest of the world combined… almost 1.5 trillion U.S. dollars.

The Japanese man accused of killing a British English teacher in 2007 has returned to the limelight again.

Tatsuya Ichihashi’s book, entitled "Until I Got Arrested: A Memoir of the Missing 2 years and 7 months", has lined bookstores across Japan following its release last month. The book has sold over one hundred thousand copies.

It details Ichihashi’s account of how he managed to evade the police for two and a half years after being accused of murdering British teacher Lindsay Ann Hawker.

Ichihashi is currently on trial for Hawker’s death. She was found brutally murdered and buried in sand in a bathtub on the balcony of Ichihashi's apartment.

Yet despite hardly any pre-publicity, some of the bookstores say the book has sold well.

[Yoshikawa Nao, BOOK1st Sales Staff]:
"This was quite sudden and the book was published without warning but we have been getting a lot of inquiries and the book has been selling pretty well."

A Japanese pop culture specialist and columnist describes Ichihashi's book as essentially self-centered.

[Shunichi Karasawa, Pop Culture Specialist and Columnist]:
"His own persona and ego is the most important thing in the world, and he doesn't think much about adjusting to the social norms, or to think that someone else has their life to live as well... He seems to lack the ability to care about others and he acts maniacally and selfish and emotional in his accounts."

In the book's dedication Ichihashi says he does not want to accept any of the proceeds from the sales of the book, and wants the money to go to either the Hawker family or charity.

Karasawa says, however, that Ichihashi's accounts show no other sign of remorse.

[Shunichi Karasawa, Pop Culture Specialist and Columnist]:
"The fact is that he robbed her of her life, but I feel almost no remorse from his book."

Many Japanese were shocked the book was published at all.

[Yoshimi Nariai, Businessman]:
"I don't understand how he had the nerve to kill someone he liked and then write a book about it. I wonder how he can bring himself to write such a book. Similarly, I don't know why anyone would even want to think about buying his book! This world's really gone weird."

A few admit they were curious.

[Yoko Fujii]:
"I am curious to know what psychological mindset compelled him to write this book. These things rarely are published, so I do have interest in it, but really it's just out of curiosity."

Lindsay Hawker moved to Japan in October 2006 to become an English teacher at a major English school in Tokyo. Ichihashi allegedly approached Miss Hawker on her train ride home from her work and asked her to become his private tutor.

Ichihashi’s first court appearance has yet to be confirmed.

On Monday the Japanese government began excavating a site that was used as a military hospital in Tokyo during World War II.

[Kazuhiko Kawauchi, Welfare Ministry Group Official]:
"We're now excavating this site to confirm the existence of any human remains, which I believe would be only bones now."

Unit 731 has been accused of conducting biological and chemical warfare experiments on about three thousand Korean, Chinese and Russian prisoners between 1937 and 1945… done mostly in China.

The Unit, part of the Japanese military during World War II, was based near Harbin in northeast China but headquartered on the site of the former Tokyo Army Hospital.

If this latest excavation turns up anything, it would be the second batch of bones found since 1989 at the site of Unit 731's former headquarters.

This latest excavation was prompted by a former nurse recalling that there were bones at a different location.

Previously some Japanese historians have said that those bones were from cadavers used by the medical school located on the site, and a 1992 government enquiry cleared the bones of being those from biological experiments.

The Japanese government has neither denied nor acknowledged the activities of Unit 731, believed by many historians to have conducted tests on humans to develop biological weapons, including anthrax and bubonic plague.

Age is no barrier to follow your heart.

This seems to be the philosophy of Narayan Krishna Mahajan.

Mahajan has climbed a mountain that's 3500 feet above sea level.

And he’s 91 years old.

This feat was achieved without any help or assistance, but for a walking stick.

Mahajan then tied himself to ropes and harnessed to undertake a daunting task of rappelling from the top of the peak to the peak of another hill.

This took place near the scenic Lonavala, in Maharashtra, the western state of India, on Sunday.

Lonavala is a popular hill resort located near Mumbai. It is famous for deep gorges between two hillocks. Mahajan explains why he undertook this adventure.

[Narayan Krishna Mahajan, Nonagenarian Rappler]:

"I don't consider myself as old, because I believe that if one's attitude is strong, the body would also be fit. The body should be maintained healthy since childhood. I have done this to boost the morale of the youngsters and they don't get scared and participate in such activities.”

Mahajan added that he was not aiming to set a record, but to encourage people to have a healthy and active lifestyle.

[Narayan Krishna Mahajan, Nonagenarian Rappler]:

"Don't sit within the confines of your house, before the computer and television. Come out on the ground and play games like hockey, football, go for trekking, climb mountains and stay healthy. Then you will stay healthy at old age as well.”

Anand Munje of the Kitty Hawk foundation, a forum dedicated to outdoor adventures, praised the 91-year-old man.

[Anand Munje, Kitty Hawk Foundation]:

"He performed the activity like any other young person. Today's video recording and shooting will be sent to the Limca Book of Records, as we have got to know from them that they can accept such a record, nobody has attempted such a record before.”

And he’s 91 years old. This feat was achieved without any help or assistance, but for a walking stick. Mahajan then tied himself to ropes and harnessed to undertake a daunting task of rappelling from the top of the peak to the peak of another hill. On Monday hundreds of people fled villages around a volcano in the central Philippines.

Mount Bulusan, one of the country’s most active volcanoes, spewed ash that covered several villages in two towns in central Sorsogon Province, forcing people to evacuate.

[Jovelyn, Resident]:
"We were running. The volcano was boiling."

The army sent trucks to move around 2,000 people to evacuation centers.

Schools were closed and used as temporary shelters.

Soldiers patrolled the danger zone to stop people from returning to their homes and farms until it is safe to return.

[Dolores Dawa, Resident]:
"We were so scared. We were told to stay put in the town hall. We wouldn't have been allowed to go back to our homes if we didn't insist. The streets were so dark. The light couldn't penetrate the ash. It was so dark."

Local police helped distribute masks to villagers living near Mount Bulusan.

Aircraft were also advised to avoid flying close to the volcano.

Experts say Monday's ash eruption was stronger than the last one in January, but was not persistent.

Mount Bulusan started spewing ash in November 2010 but its activity had died down just before the end of 2010.

On Sunday, Thai Foreign Minister Kasit Piromya said the border dispute with Cambodia should be solved at a bilateral level.

Kasit and Prime Minister Abhisit Vejjajiva met to discuss Thailand's stance on the issue ahead of an Association of South East Asian (ASEAN) foreign ministers' meeting in Jakarta.

[Kasit Piromya, Thai Foreign Minister]:
"At the meeting on Tuesday in Jakarta, I will insist that Thailand is ready to use the bilateral mechanism that already exists with Cambodia."

The talks in Jakarta come after the U.N. Security Council said the issue should be resolved between the two neighbors.

Last week, Cambodian Prime Minister Hun Sen proposed that Thailand sign a ceasefire agreement at the ASEAN meeting. But Abhisit rejected the proposal, saying that Thailand had not fired first.

Earlier on Sunday in his weekly TV program, Abhisit said that he had asked UNESCO not to accept Cambodia's development proposals for areas within the disputed territory.

Both sides have been locked in a standoff since July 2008, when the 900-year-old Preah Vihear temple was granted UNESCO World Heritage status, which Thailand opposed on grounds that territory around the temple had never been demarcated.
