U.S. Assistant Secretary of State Kurt Campbell arrived in Seoul Tuesday night for discussions aimed at bringing North Korea back to nuclear talks.

Campbell had a meeting today with South Korea's Deputy Foreign Minister to discuss bilateral matters.

"The essential precondition again is North Korea coming back to these talks. Sanctions will not come off before that.”

Analysts say pressure is mounting on the North to end its yearlong boycott of the talks. At stake is aid to prop up the country’s broken economy.

Last week the communist state raised tensions by firing artillery toward a disputed sea border with the South.
